AQ-CEO-BRIEF-001 — Executive capability briefing: structure and prohibited content
1. PURPOSE, SCOPE AND STANDING
This document defines the only permitted structure for a time-boxed executive briefing on Akasha-Q delivered to a non-specialist decision-maker — an executive, a board, an investment committee, a prospective institutional sponsor. It governs form and prohibition, not persuasion. The briefing is a controlled disclosure of programme state. It is not a sales instrument, and it does not request a decision inside the room.
A presenter may compress a slot, may drop a slot for time, and may end the briefing early. A presenter may not add a slot, reorder slots, merge slots, or carry material from a dropped slot into a slot that survives. Every assertion made aloud must be traceable to a numbered dossier section and must carry its evidence level from the Part 12 ladder: Concept Theory Simulation, Lab validation, Field validation, Dynamic platform, Flight/space, Operational demonstration.
Nothing has been built. No Akasha-Q element has reached Lab validation. The entire briefing describes an intended design and a defined process. A sentence spoken in the past tense about system performance is a delivery defect, and the presenter corrects it aloud in the room rather than after it.
2. THE THREE PERMITTED ANSWER FORMS
Every statement in every slot, and every answer to every question, reduces to one of three forms. These are DC-1 (measurement precedes inference), DC-2 (absence is a value) and DC-3 (abstention is a permitted output) carried into spoken language.

4. SLOT 8 — ACCELERATION, NEVER PRECONDITION
The permitted construction is: “The programme proceeds on EduRankAI revenue. Collaboration of type X would bring rung N of the reach ladder forward and would let metric M be measured by an independent party rather than by us.” The prohibited construction is any sentence in which the programme requires, awaits, depends on, or is unlocked by an external party. If a counterpart asks “what do you need from us to make this happen”, the answer names what it would accelerate, and says plainly that the work continues either way.
5. PROHIBITED CONTENT IN ALL SLOTS
Claims: unhackable; impossible to intercept; universally quantum-secure; information-theoretically secure at system level; satellite-ready; space-proven; operational.
Bare descriptors: secure, resilient, autonomous, high-precision, low-latency, quantum-secure — none may stand alone. Each must be followed by the measured quantity, the assumption set and the evidence level, or replaced by a statement that the metric is undefined.
Framing: no geopolitical, sovereign-capability, national-security or defence content, in any slot, in any answer, including when the counterpart introduces it first.
Numbers: no invented performance targets. Where a target would go, name the metric and the procedure that will later establish it from measurement.
6. QUESTION HANDLING
- “Can it be broken?” → A-2. Name the attack class, name the assumption set under which the analysis holds, state the evidence level, and state that no laboratory result exists.
- “When does it fly?” → A-3. Undetermined. Name the rungs that precede flight and the demonstration maturity level currently planned.
- “How does it compare to what exists?” → A-3, plus the reason: no comparison is possible at Concept level, and inventing one would breach DC-1.
- A question that invites strategic or defence framing → decline the frame in one sentence, restate the research question, continue. Record the invitation in the delivery note.
7. PRE-DELIVERY CHECKLIST (PRESENTER SIGNS)
1. Every slide and every spoken claim maps to a numbered dossier section, listed on the delivery note.
2. Every quantity carries MEASURED / DERIVED / MODELLED and an evidence level.
3. No performance number appears that was not measured; A-2 wording is prepared for each metric that would otherwise tempt one.
4. The seven prohibited claims and the six bare descriptors are absent from every slide, note and handout.
5. No geopolitical, sovereign, national-security or defence content appears anywhere in the material.
6. Slot 1 contains the “what it is not” sentence; slot 2 contains the “nothing has reached Lab validation” sentence.
7. Slot 7 states self-funding; slot 8 contains no precondition language, checked sentence by sentence.
8. Visvambhara, if mentioned, is described as a separate aerospace programme and the first platform designed to carry an Akasha-Q terminal — never as the reason Akasha-Q exists.
9. Restricted-access material is separated from the briefing pack; nothing from the shared restricted record travels into the room by accident.
10. The A-3 answer is rehearsed aloud at least once, so that “undetermined” is deliverable without hesitation.

A briefing delivered without a signed checklist is not an authorised disclosure of programme state, and any commitment inferred from it is void. Deviations, questions declined, and corrections made in the room are written into the delivery note within one working day and enter the correction record.
